How come cosmetics are not enabled for offline characters? Would be nice I could actually use my pet and/or the backpack I’ve claimed, as I’m not personally interested in playing online.
Will it be available at full release?

I think it is unlikely but I hope it will be. At this point we can only speculate. There are other players who would love to see cosmetics in the offline mode. Here’s a whole other thread with that topic:
