Most players who experience these crashes can usually get past this problem by reducing the in-game settings/lowering resolution & setting a frame rate limit but I see you are already doing this…
After looking at your systems specs I have a feeling that it could possibly be your system finally showing its age and until LEs performance issues have been fixed I doubt you are going to have much success playing…
I am able to play at 40-60fps at 1080p on very low settings - by comparison, your CPU is 45% slower than mine and your graphics card is 350% slower… Based on this information alone, you are not going to enjoy playing LE right now even on the absolute lowest settings and the game is unlikely to be very stable.
Even when the developers fix the performance issues, I doubt LE going to perform very well on your system.
I’ve tried everything here to reduce the graphics, leave no sound, download the launcher and everything but I still have the same error locking on the ulatri cliffs and time-consuming loading screen.
I really am sorry, but I don’t have anything else I can recommend to help you.
People having problems with the Ultari cliffs map can usually get past it just by lowering their graphics settings - but they all have MUCH better computers than yours.
Until the developers deal with the performance issues in the game, I don’t think that there is anything else that you can do… Even when they do fix the issues, I do not think that you are going to be able to play the game very well on your computer.

Can you check what your windows event log is logging? This is the most helpful thing for us as users imho.
Then it depends on WHAT is crashing. Grpahics driver? Unity Engine? Windows Service?
Maybe you can check that one - might be helpful.
