I gambled the above item (I’m around that lvl so it should be an upgrade), got shit affixes, cleansed it (it had 4 instability) & on the first attempt to craft it fractured…
So yes, it is possible to fracture a white item…
The merchant was a con artist. Sold you a polished 300 year old item. Looked good on the outside but was full of rust and dust on the inside. 
This happened to me today too, 96% white item fractures are real.
