Storm Breath passsive

Not sure if this is a bug, if it’s an incorrect tooltip or if my brain just isn’t working at 6 am.

The Storm Breath node in Summon Crows states Damage per Shock/Up to Maximum.
Shock gets 10 stacks max. 6% * 10 is not 90% so how would that be possible?

Searched the forums and found this old post that actually says what I’m getting at but it was back awhiles before Storm Breath got a buff but what didn’t change is the math seems weird as I noted. And it was closed and I have no idea if it was marked ‘fixed’ or what not.

Storm Crows passive wrong values

The Storm Crows passive Storm Breath gives you 2% extra damage per shock on the enemy, says the maximum is +30%. That would require 15 shock stacks, and shock only stacks to 10. What am I missing?
