The Storm Crows passive Storm Breath gives you 2% extra damage per shock on the enemy, says the maximum is +30%. That would require 15 shock stacks, and shock only stacks to 10.
So, am I actually getting 3% per shock, or is the maximum wrong?

20 stacks on enemies, 10 stacks on the player. It’s shown in the tooltip so nothing wrong here.
What tooltip are you reading? Because every tooltip in the game says Shock stacks only 10 times.
Before 0.90, shock was stackable up to 20 times.
The skill Storm Crows predates this change. The limitation to basically 15 stacks could simply be removed from the node.
i checked the tooltip offline and it was the old version. You are right there are only 10 stacks ingame.
