For gambling, yes, for world drops, no, it’s based on the level of the zone that it drops in (the area level is the cap for the item level). For the boss-specific uniques, they are specific to the boss so the area level is probably irrelevant.

so any unique for example with required lvl 80 can drop in any monolith above or equal to area lvl 80 (unless its not a boss unique)
also can anyone quantify what a “rare” droprate really is? been hunting leviathan carver for a while now

Yes, any item (unique, set or otherwise) with a min level of X can drop in a zone that is above that level. The only exceptions are the boss-specific uniques & exalteds which require at least lvl 55 (t6) or lvl 90 (t7).
When a unique is rolled, it has a probability of being rolled again as not-a-unique (ie, that it gets de-selected for drop). “Rare” for uniques depends on the probability of the unique being de-selected, I think Mike mentioned that Dammitt had said it was ~75% & above is “very rare”.

You got extremely lucky on the helm drop btw or ive been extremely unlucky. ive farmed empowered mono with the increased chance for set/unique helm over 600 echos so far and cant get it to drop.
