It would be useful, yes, but it has much lower impact than flat “lightning damage with shurikens”. Also, most defensive bonuses are prefered over “increased damage”.
Best body armor prefixes will be: Lightning damage with Shurikens with one of following: Health gained on glancing blow, Dodge rating when hit, Ward when you create shadow or vitality.
