I saw it has already been posted before (Adept Runescribing node has no effect (or no visual effect)) but an upp seems needed.
Ran every possible test, this node doesnt work.
I have to add that the next cooldown node, Consolidator works but it seems impossible to go lower than 5 seconds cooldown (with or without Enigma) by effect ? related or non related bug ? your guess.
