Rune of Shattering not giving affixes listed on item

I just shattered a blue helm with increased 17% frostbite effect (tier 2) and I got 2 vitality shards instead.

I’ve noticed this a few times on items with rare affixes - I don’t get the affix listed on the item but some other random shards instead.

Is this working as intended? Are rare affixes supposed to do this? Cheers.
