I’ve restarted the game and it is still missing.
This should probably be in the bug section… the devs respond more readily there and this is more like a bug than a technical issue…
This could have something to do with the change in passive redistribution & quest reworking to include the new chapter just added… but the devs will have to confirm this… It happened when they last changed the passives too and confused a lot of people…
