Basically exactly the same as this post from Feb 2024 Power Word: Hail - Ice Barrage (Mage)
Wanted to just refresh knowledge of it. It’s ignoring the cooldown and basically rinsing me of mana because it’s proccing multiple times despite the cooldown on the tree of ice barrage.

I suspect this is not a bug, as indirect casts from procs ignoring CDs is consistent behavior with other similar procs across the game. There are some procs in game that explicitly say they do not work unless the ability is on your bar and not in cooldown. As far as it giving you mana problems, that would be a balancing component built into the power level of such a proc. Mana is a limiter EHG often uses with powerful chain reaction procs.
There are other ways to build Ice Barrage such that it only launches a limited number of waves and speeding it up allows those waves to occur much quicker, allowing recasts to not overlap.
