Low fps on very low settings with 3070ti laptop

For some reason, my FPS is only around 35 on the Very Low graphics setting. On Ultra, it’s about 18. The FPS starts off high, but then gradually settles down to these numbers over 2-3 minutes.

Is this normal?

I’ve checked that I’m using the correct GPU and power plan.

Resolution: 3440x1440 (Ultrawide)
GPU: 3070 Ti Laptop
CPU: i7-12700H 2.30 GHz

Its not normal, lot of people having this issue me included i hope they optimize fps
