cannot Login have always the same error LE-13, changed Password still the same problem.

If this is a new purchase via steam, it can take a little while to sync properly but if you have waited more than an hour or so, (or didnt purchase it through steam but direct) then I would suggest you:
Submit a request – Last Epoch Support
No-one other that EHG can fix this kind of issue…
