3 per second is always going to offend the zoom zoom brigade.
You do for charging though, up to the cap, but yes, % damage may be more useful.
Yeah, this is a bit mismatched, though I presume that you’re “supposed” to focus on the one that you have a skill tree for, the other 2 procs would be flashy but not do much damage as you have no % more modifiers.
