I’ll give you an example of how I imagine the crafting should go.
I find an item I want to work with:
“Ooh, nice, I can work with this, just need to tweak it a little bit to make it useful for myself”
“Hmm, I want to change this affix, I will use Glyph of Chaos several times, until I get something I want”
“Ok good, this affix looks nice, now onto the empty affix slots”
“Since I have many Glyphs of Hope, I will use them to make the crafting more reliable”
“Ok, I like the roll of this specific affix, which I want to upgrade, so I will use Glyph of Order on it to prevent re-rolls”
“Hmm, I am feeling lucky, so now I will use Rune of Refinement to re-roll all affixes”
“Ok, I am content with the rolls now, but on second thought, I want to remove an affix so I can add another one, so I will use Rune of Removal”
“Cool, now I will try my luck with the implicits by using Rune of Shaping”
“Very nice, I very much like how I was able to craft this item through the hard work I put into getting all the runes and glyphs!”
And now I will give you several examples of how the crafting ACTUALLY goes:
“This rare has good affixes, but I want to change this one, so I will use Glyph of Chaos”
-25 Forging Potential
“Aaand the forging potential is gone, onto the shattering…”
“Ok, I want to seal this affix, so I will use Glyph of Despair”
several tries later, the affix is maxed, and all forging potential is lost, while the affix is still not sealed
“Oh, I have many Runes of Refinement, Removal and Shaping, whatever, I can’t risk losing all the forging potential”

More than half of all the crafting is unusable, because I am afraid the item will lose all forging potential all at once, while I am just upgrading an affix, while also having the nearly useless Glyph of Hope on…
