for quite a while now, the game will begin loading, show the Last Epoch loading screen, then display a Windows pop-up over the load screen with an exclamation point on it, then die.
I’ve verified local files repeatedly, and I’ve reinstalled the game once.

Sorry you are having hassles…
I am assuming that you could previously play the game and its now not working anymore? Can you confirm this?
For now all I can suggest is:
Make sure you are using a recent graphics driver but not the bleeding edge latest one but something newish.
Make sure your windows is updated and that there are no deferred or problem updates… dont know what version you are using so I cannot offer more than that.
Make sure you are not running any other application while trying to launch LE… things like graphical overlays, streaming etc… just temporarily disable any and all apps no matter how irrelevant they may seem…
Cant help much more without more info and the game logs.
