Frozen Ire and cold related skills

Detailed description: On level up, base spell damage modifier goes to a +/- value and all cold related skills seem to be doing significantly less damage. Tested with maelstrom and storm totem with the blizzard node. while experiencing this, tempest strike seemed to maintain proper damage
What were you doing at the time? Fighting mobs on the nomad camp zone and leveled
How consistently does this happen? Appears to be each level up

Thanks, I’ve confirmed this issue internally so we will work on a fix for it.
