FPS Drops & Rises

I just bought this game on steam, having a blast.
Only one specific issue for me is FPS, it never stays at 60, always jumps around 45-80(depending on what I have on Very Low, or Ultra)

Is there a way to lock the FPS at 60?

GTX 1070
i7
16GB Ram

Not sure why I am having issues, thanks if anyone has any advice, also I do play path of exile at full settings with out any issues.
Other than that, it’s fantastic.

Edit: The combat is flush and fluid, it’s just the questionable background that is very (minor) “Shakey” to describe it in my best words. Headache material.
