why does the download launcher start at like 5 got to 13 - 17 then drop down and stay at 1.3mbs download thank you

Lots of factors involved here… So its VERY difficult to say exactly…
Without getting too technical:
- There is the issue of using Steam or the LE Launcher - i.e. different download systems - different possible issues
- LE servers could be loaded and throttling to give everyone a fair shared speed.
- Steam could be having hassles or not copied the latest files to a server physically closer to your location.
- Your ISP could be throttling things (very common and they will never admit it) or be overloaded themselves with other customers use.
- The internet path from you to the LE servers / Steam servers might have some sort of issue - i.e. an intermediate ISP or Router or something else could be down or overloaded and your traffic is being re-routed to Mars and back instead of the normal path.
- Your own internal home network could have issues/someone else downloading something or if you are using WiFi there could be interference that is affecting your speed.
- Your own computer may be having hassles of some kind or just juggling load while it downloads.
There are so many possibilities that its really hard to figure this out just from your single sentence and you would likely have to involve lots of different people to try and figure out for sure what is happening.
