Deleting offline SSF character caused my next normal character not save progress

Just lost 5h+ of progress with good drops.
This issue was reported a year ago in this thread:
Same as My offline character progress isn't saving

Was this fixed or am I having a different bug? I did not edit the save files. What I did was:

  1. (Delete offline low level SSF character B, dont remember before or after step 2)
  2. Convert high level SSF offline to normal offline
  3. (Delete offline low level SSF character B, dont remember before or after step 2)
  4. Play with converter offline normal character from step 2.
  5. Exit the game after 5h of playing.
  6. Next day, load offline normal character = no progress saved.

Very frustrating, I have limited time to play after work. All my progress gone.
