Cloud save out of sync & unable to login?

I’ve played like 3-4 hours prior without problems. Now, when trying to start the game, Steam warns me that my cloud save is out of sync and asks if I want to start the game anyway. If I start anyway, the game starts, tries to log in but the fails and then tells me that a steam login is now required and Steam needs to be running in the background (which it does) or I could alternatively upgrade my account to work with Steam.

Anyone has the same error? Is this a general problem with Steam right now? Is there any fix?
