On my second character, I’ve done every normal monolith. In the middle of the last 3 monoliths, there is a portal to Shattered Road.

Killing a Harbinger for the Forgotten Knights quest (proper corruption and monolith) fixed the issue for me. But you’ll have to find someone to host it, since you cannot summon Harbingers in normal monos.
Just any harbinger? I’m having this same problem (was in a party, his harbinger showed up and he got empowered, mine didn’t despite doing all three monos).
I had a quest for 150+ corruption Harbinger kill. Or you can check your Forgotten Knights faction window. If you don’t have the quest, then your situation might be different.
I have the quest for a 125+, I’m in the same boat. 
Gonna give it a try.
