Cannot advance "A Brand of Frost" quest; NPC does not appear

NPC does not appear when clearing out the “Frost” side of the 1st quest echo in the Blood, Frost, and Death timeline.

I encountered the same problem. Logs should be listed below. Compressed it to zip as player log were too big. Added a screenshot just for good measure.

I have this issue. Log files are attached. Unable to advance the quest as the Chieftain is not located on the map. Player.log (921.2 KB) Player-prev.log (273.1 KB)
