This is a unique item that, overall, buffs wraiths. It also buffs minions in general, I assume, since one of the affixes is “#% increased minion damage”.
So you’ll understand why it’s confusing that there’s an affix on it that says “minions lose 6% of their current health per second”, but this only applies to wraiths, not all minions.
