Zeurial's Hunt not working

What went wrong?
Zeurial’s Hunt unique quiver is not working. My shurikens have a lightning tag, my exploding arrow has a lightning tag, and when I use both right after another I don’t get haste. The penetration also seems to not work but I can’t 100% verify
