Not sure if there just isn’t a debuff icon for it yet or if it is in fact bugged - but I tested it on the target dummies, gained both Damned Overload ad Ignite Overload and none of the targets had a Witchfire debuff on them.
Edit: Might just be the Target Dummies - just tested on a boss and I saw the debuff.
