I have seen several items before with like T1/T2/T3/T4 mods on whom i cant use glyph of chaos here is one example

You are missing the shards to upgrade those affixes.
Using a Glyph Of Chaos still uses up the affix shard of the original affix.
This was the first major attempt to make āall affix shards desirableā, because players bank thousands of affixes after weeks of playing, because there was no use for shards you didnāt need.
