Why doesn't the story scale to level?

like, they have the technology, we know this, it makes sense for monolith due to the nature of the mega boss scaling, but for the story it seems like players could just level a little faster if everything was always giving xp at maximum efficiency (especially when a couple of quests require backtracking)

I’ve just run through the story & ended ~56/7 or so. I don’t think one needs to level more efficiently during the story.

I do like stories to be non.scaled, so that way the player has a little bit more control of the pace. If you rush and don’t clear much you will become underleveled, which doesn’t matter that much fi you have a good build going.
But when you feel like exploring everything and kill alot of monster you will become “stronger” compared to the story mobs, which feels rewarding.

I am generally no big fan of “scaled-content”. There can be some good implementations for certain games modes, but in general i don’t like it.
