Why can't I equip Last Bear's scron (Set)?

I found it with my lvl. 81 Rogue. It should only require level 27.

I wanted to equip it with my lvl. 31 Sentinel. But it isn’t possible. Why?
My sentinel has not yet reached factions. The set item has a faction requirement (lvl. 4). My sentinel has not yet reached it. Is this the reason?

If your Sentinel is in the same Faction as your Rogue they should be able to equip it, because Faction Ranks are account wide.
If your Sentinel is in the opposing Faction, they won’t be able to equip it.

Go back to the first town in Divine Era with your Sentinel.
You should have NPCs to join factions there.

If your Sentinel join the faction that is on the set, then he will be able to equip them.
