Pretty sure the set items are random rare drops level 63+
I got the unique level 8 gloves off an “Act 1” quest.
I was talking about the quest for Ezra or Gambler, where you can choose which npc get’s the ledger.
Depending on which npc you choose, you get 1 guaranteed unqiue.
One of those i would consider endgame-worth if buidl around it.

So the choice actually matters now? Dang it! Did I choose poorly?
If you play Solo Character it might be a really important decision.
But for normal mode you can get both uniques on different characters and put them into the stash.
What does it do, what is its power? So mythical about it
That is what I use to look up items and where to get them. Useful for affix names and what they do as well.
