As the title states.
Depends on the type of complaint.
Are you reporting a bug? Either works, although the bug report tool in the game is preferable.
Are you giving feedback regarding something that isn’t to your liking and you want to suggest improvements? Either would work as well.
Do you just want to say that game suxs and devs sux and vent for a while? Either should work as well in that they’ll be mostly ignored in either place. 
Do you wish to complaint about not getting something you should have, like forum badges, twitch drops, bought supporter packs, etc? Then you can use either (on discord there’s the ModMail bot that will let you talk to them “directly” and privately) or submit a ticket via the website.
The devs say they keep close watch on the forum issues and do keep track of things from here. This can be seen by the fact that occasionally someone from their team will actually chime in.
That being said, they’re much more active on discord, which likely means that they’re more aware of things there as well.

Forums/Reddit are much better for long form complaints & discussion. Reddit & definitely discord are better for actually getting in touch with the devs since they don’t interact with the community here much (at all) anymore.
