Unsure if it needs to be a certain corruption level before it can hit the loot table to be dropped.
The Shade Of Orobyss can drop that item, when you have at least 50 corruption.
So either do it on empowered (they start with 100 corruption already) or push one normal timeline to 50 corruption.
So if you start with 100 corruption, you can get it from the corruption web, right? Thank you!

It solely drops from defeating Shade of Orobyss, when the given timeline you kill it has at least 50 Corruption.
Empowered Timeliens automatically have a minimum corruption of 100.
For Normal timelines you need to increase the corruption to 50 first, to enable this Item to drop.
