What's the difference between "each second" and "over time"

I ask for this clarification because of the tempests strike node :

  • Charged Stone : When both Earth Spikes and Lightning Bolt proc, a Charged Stone orbits you for 6 seconds, dealing physical and lightning spell damage to nearby enemies each second.

  • hailstorm : When both Earth Spikes and Northern Winds proc, a Hailstorm surrounds you for 3 seconds, dealing physical and cold spell damage to nearby enemies each second.

  • Tempest : When both Lightning Bolt and Northern Winds proc, you gain a stack of Tempest for 3 seconds, a spell that deals lightning and cold damage in an area around you over time.

Now, charged stone can crit and is not scaled by damage over time But it share the same wording than hailstorm wich appears to be scaled by DoT (like tempest is). I’d like to refer to the tooltip for precision but it seems to be missing from this skill, only slightly present on tempest.
Is there a consistant wording in LE?

From the wording, I’d expect Charged Stone & Hailstorm to be hits rather than DoTs as contrasted to Tempest.

That said, @Dammitt (or the devs, obviously) might be best placed to give some guidance on this as he has more experience with extracting the data from the game files so could tell us the tags on those skills. But it’s entirely possible that it is inconsistent wording.

It’s just an inconsistent wording in here — Charged Stone is a hit, Hailstorm and Tempest are DoTs.
