Every source just copypastes the same quote: “Use a matching Exalted item.”
What does that mean? Does my unique rune dagger need another rune dagger? Or just another dagger? Or just another 1-hander?

It needs an item of the same base type. A dagger will need any other dagger, a body armor will need any other body armor, relic to relic, etc. Doesn’t need to be the same subtype (like a rune dagger).
Just to expand on what was answered, for body armours and helmets you can also use any base as long as it’s a body armour/helmet as well, but using a class specific one may make your new legendary locked to that class as well (I think it depends on which affix gets transfered).
