Pretty certain thats Static Orb set up to have a lot of smaller orbs.

As CaiusMartius pointed out, it is Static Orb.
it is being used with 2 major skill spec tree nodes:
Orbital Fulmination (lets the orb orbit around you)
Scatter Blast (on top of the big orb, several smaller orbs spawn on cast as well, they will also orbit)
