What constitutes an enemy having the "High Health Enemies..." Status?

Is there a health threshold based on MORE and increased modifiers where Normal/Magic enemies can also achieve this status or are these modifiers strictly pertaining to Rare/Boss Enemies?

How would one know when stacking corruption and increased high health enemy modifiers while navigating through the MoF without seeing enemies actual health pools? I ask because not all builds tend to have the same power levels and damage outputs where they can just faceroll through the content and not care about such things, and if a player chooses to play a crazy hybrid type build, Iā€™d imagine that this kind of information might be more pertinent to their strategy of progression

High health refers to greater than 65% of maximum health remaining.
Low health refers to less than 35% of maximum health remaining.

ah ok thank you, so basically the more you scale the corruption, and increased health/damage modifiers, the more high hp enemies in general will have more uptime of those additional non-health secondary/paired modifiers that can stack up, so will take these things into consideration in the progression process and make sure that my character can burst down the health of enemies fast enough to disable the other secondary modifiers (such as increased damage/crit chance etc.).
