Reported this in game, but wanted to make a post here with imgur images
Werebear’s Roar, when used in Werebear form, does not gain a proper Totem tag when taking Warcry’s “Totemic Heart” passive. It still benefits from added Spell Damage added to Totems, but does not count for effects that require having an active Totem, for example, the Shaman tree’s “Silent Protector” or “Totemic Fury” passives, which give armor and attack/cast speed with an active totem, respectively.
Scenario with Shaman’s Totemic Fury allocated:
In human form, if I use Warcry with Totemic Heart and check my stats screen, I correctly gain 25% increased attack/cast speed.
If I use the Werebear Form skill in human form, it automatically uses Warcry as I turn into the werebear,; it summons the same correctly-tagged totem above and I correctly gain 25% increased attack/cast speed.
If, while in Werebear Form, I use Roar, it summons the incorrectly-tagged totem, and I do NOT gain 25% increased attack/cast speed.
In all three scenarios, any summoned Warcry/Roar totems still appear to benefit from increased minion and totem stats, such as “+X Spell Damage for Totems” prefix on Body Armour.

I didn’t test all minion interaction, but Roar doesn’t gain any tags from “Totemic Heart”, so I would guess it applies similarly, where increased Minion Damage works with Roar totems, but effects that require you having minions do not work.
Edit:
Also worth noting that the Werebear Form’s Roar doesn’t gain a Spell tag either from Warcry’s Kinetic Scream. It still benefits from added spell damage, but may not benefit from effects that require you to cast spells and such.
