The Chaos Bolts skill node Exacted Libation gives a 1% chance per point of Intelligence to auto cast Rip Blood, if I have more than 100 Int does that mean i have a chance to cast it twice with one single cast of Chaos Bolts?
Most likely but the ammount of Rip Bloods per second are capped anyway so it doesn’t realy matter.
