Volka's razor not working

Hello, passive skill in spellblade tree Volka’s razor is not increasing the damage of my Flame reave which costs 17 mana. I’ve spent 10 points there and damage hasnt increased even a bit, not on tooltip and not in fights.

Same issue for me with shatter strike. Tooltip says it costs 11 mana… any update on this?
