Volka's Razor doesn't increase tooltip dmg

I’m using Flame Reave and Volka’s Razor passive doesn’t seem to change tool tip dmg.
It does seem to increase the damage, not sure if it’s increasing it properly though.
I averaged 5 non crit hits on a dummy with 0 points in Volka’s Razor then did the same with all 10 points in it.
Damage without - 5137
Damage with 10 points - 6650

to clarify, mana cost of my Flame Reave is 20.
