I started a new Soulfire Bastion. I completed the entrance area with the fire walkway and then loaded into the main area. Just inside the main area, near the entrance, I was fighting and used VR. As soon as I pressed the skill, a loading screen appeared and I was in the area seen in the screenshot. I was unable to move or use a TP. I used the world map to travel to a different waypoint.
