I derped!
I was tracking Time Rot (19% proc chance) instead of actaully looking at damage.
Like Llama8 says below, Future Strike has no ailment icon and I mixed them up.
It’s always worked in the past. What skill were you using for your test? If they have any reduced chance to apply ailments (ie, Warpath) then that would affect the chance to apply Future Strike. Did you hit the dummy once & wait for the damage from Future Strike?
Edit: also, Future Strikes doesn’t have an ailment icon for some reason which is a bug.
Wait, then why did … Oh God, I tracked Time Rot, didn’t I ??? 
Yup, massive derp , had a Time Rot idol I forgot about, managed to absolutely space out and think it was the FS icon >_>

PS: I always use the basic Attack (that everyone has) without weapon to test, whenever possible.
