LE seems unique in two senses when it comes to mana:

in that mana regeneration is flat, static, unscalable. Mana regen is a flat 8, and never scales with your level, entirely independent of your mana pool. Most other ARPGs have mana regen at least scale as a % of your mana pool.

in that most other ARPGs have some form of mana leech or mana on hit being quite common. This seems conspicuously rare in LE.
Apparently, this is a conscious design choice.
Both of these together make mana sustain frustrating.
Consider altering the choices players can make in building so that they might have more options on gear to obtain mana sustaining mechanics (at the cost of losing other valuable stats of course).

There are various means to restore mana via skills, passives, and items.
It’s not exactly really rare - every class can do this one way or the other. But you can’t regain mana with every skill on hit.
I think intel should give mana for caster classes, first off. Once you get a big pool going it’s easier to go crazy. I put mana+mana regen on my 2handed weapon via a slam. Then If I can, put it on stuff like gloves or whatever. Without any help my necro has like 100 mana. With it on items and stuff it’s like 600.

Max/Actual Mana is a scaling factor for various skills.
Then you have: Damage taken from Mana.
It also limits the use of some hungry and strong skills, so you can’t exactly spam them all the time.
Int-Scaling max mana could be overkill for Mage masteries. Balance isn’t in a good spot right now. I think this would worsen it. But it’s just a hunch, I didn’t run numbers.
