Using the wrong skill in Werebear form

I am playing a Druid Werebear.
I have bound my 4 main skills to Q, W, E, and SPACE, in that order.
When I switch to my Werebear form and use Charge, which is on my E binding(third skill slot), I sometimes cast Roar, which is on SPACE(fourth skill slot). Sometimes it’s the other way around: if I cast Roar on SPACE after I’ve entered my Werebear form, Charge is cast instead.
