Fiery Justice automatically triggers Forge Strike at max Armament stacks, consumes the stacks, but does not generate Forged Weapons.
Initially I thought this was a bug, and then I double checked the “Heated Forge” Multistrike passive tooltip and saw “Directly using Forge Strike consumes all Armament stacks” to summon Forged Weapons.
The words “Directly using” obviously explain this - and therein lies the suggestion:
It would be a small, easy piece of QoL to add clarity for players, to add something to the “Fiery Justice” tooltip that says “Forge Strike triggered from this ability will not summon Forged Weapons”.
Multistrike passive “Heated Forge” is meant to consume all Armament stacks to create Forged Weapons in the amount of stacks consumed. The stacks being consumed generates Forged Weapons at a 100% rate, not by a chance. If you have 4 stacks of Armament and use Forge Strike you get 4 Forged Weapons.
But -
if you auto-trigger Forge Strike from Fiery Justice passive, the Armament stacks are consumed and (at least in my experience) you get no Forged Weapons.
So the behavior is there - Arma stacks removed from the auto-triggered ability, but the effect from the passive which causes them to be consumed in the first place (Heated Forge) does not grant the Forged Weapons.
Granted that “Heated Forge” does say “Directly using” - which explains the behavior. The suggestion is that the other tooltip, for “Fiery Justice” also has wording that indicates to the player that Forged Weapons cannot be generated from Arma stacks being consumed.
Heated Forge allows your directly used (ie, not proc’d by Firey Justice) Forge Strike to consume all of your stacks of Armament to create more Weapons. Heated Forge has no effect on the proc from Firey Justice.
Firey Justice also consumes all of your stacks. So there’s two different mechanics which involve Forge Strike & consume all your Armament stacks.
