Unreliable spawn triggers in Drowned Thetima?

While running the Ending the Storm timeline tonight, I’ve noticed that during this quest echo enemies don’t seem to be reliably spawning around the captain and merchants. I clear out all enemies in the vicinity and have to run back and forth through vacant ground (with the quest marker above the NPCs head still greyed out. Talking to them has no effect) before enemies will spawn so that I can kill them and progress the quest. This has happened twice tonight on consecutive runs of this timeline.

The enemies have eventually spawned, but there may be something up with whatever trigger causes it. Or, I may just be missing something.

Yeah, I’ve noticed that too and wasn’t quite sure what was going on.
