Unreachable Return Portal - Related to random placement of return portals

I reached Lagon (campaign) and wanted to TP to town to clear inventory first after going through multiple maps. After selling my stuff I went to use the portal to get back to Lagon, and here is what I found:
Unreachable Return Portal

The return portal is inside a building that is not a surface the character can traverse. This means having to go back to the beginning of the Temple of Lagon and working my way through the Temple, Temple Depths, and Sanctum again.
