Yes, but don’t forget that as you consume potions so the amount of potions that drop increases (not sure if it’s a flat “if you are not at full potions then you have increased drop chance” or whether it does scale with number of potions “missing”). You’d have to have a reduction to the drop chance of potions to help balance it out.
Yeah, that’d work. You would have other items that you can run to increase potion drops though. But I would think that you would want to have the ability to use it with bosses. As they wouldn’t drop that many potions. So. It’d be hella strong vs like, mob packs. And mono runs, but bosses? Most likely less so.
