Unable to take elevator to the Council Chambers

After the fight in the Last Refuge Outskirts, it says to take the elevator to the Council Chambers. The elevator area is blank and there is no way to progress through the elevator. I was able to progress to the Council Chambers by opening the map and using the waypoint.

Teleport out then back in to get it to show up
