I went through the temporal sanctum, bypassing this side quest, and talked to the npc while there was no quest associated (because I was curious if I could pick up the followup quest anyway - I could not). I then decided to go back and do the story I skipped after all (because it bothers me that it’s still in my quest log), and now this sequence of actions somehow led to me being unable to turn this quest in.
I have just found out what the problem was. The quest has a progress step that requires you to enter Maj’elka at the very entrance before the long walk. Since I already had a teleport point, I never went there, which is what prevented the quest from being able to be turned in.
